Bojan Bugaric

University of Sheffield

Bojan is a Professor of Law at the University of Sheffield Department of Law, specializing in comparative constitutional law, public law, and the intersection of law, populism, and democratic decline. Before his appointment at Sheffield in 2018, he taught for many years at the University of Ljubljana School of Law in Slovenia, where he also completed his initial legal education before earning a Master of Laws from UCLA and a Doctor of Juridical Science (SJD) from the University of Wisconsin-Madison Law School.

In addition to his academic path, Bugaric has practical governance experience, having served as the Deputy Minister at the Ministry of the Interior within the Slovenian government from 2000 to 2004. His research explores how nationalist and populist movements challenge constitutional courts, administrative openness, and judicial independence, particularly within Central and Eastern Europe and the European Union. He has held visiting positions at institutions including Harvard University’s Center for European Studies and the University of Trento.

As a scholar and commentator, he co-authored Power to the People: Constitutionalism in the Age of Populism (Oxford University Press, 2021) alongside Harvard legal scholar Mark Tushnet, offering critical perspectives on democratic resilience, constitutional hardball, and the institutional limits of judicial review in contemporary political crises.
