Marcio Cunha Filho

Federal University of Santa Catarina

Marcio is a Brazilian socio-legal scholar, public policy analyst, and Professor of Law who specializes in public transparency, freedom of information, and the intersection of law and behavioral sciences. He serves as a faculty member at the Federal University of Santa Catarina (UFSC) and the Brazilian Institute of Development, Teaching and Research (IDP) in Brasília. He holds a Bachelor of Laws and a Master’s degree in Political Science from the Federal University of Rio Grande do Sul (UFRGS), as well as a Ph.D. in Law from the University of Brasília (UnB). He was also a research fellow at American University’s Center for Latin American and Latino Studies.

His academic research focuses primarily on the legal architecture of accountability, state secrets, and citizen participation. A tenured federal auditor within the Office of the Comptroller General (CGU) since 2012, his field immersion directly informs his scholarship on the design and practical implementation of Brazil’s Freedom of Information Act (Lei de Acesso à Informação). His prominent publications include the book Lei de Acesso à Informação: Teoria e Prática and his highly cited empirical paper O que sabemos sobre transparência pública?.

Rather than treating transparency as a purely administrative tool, his work integrates behavioral insights and political science to examine how institutional frameworks resist democratic backsliding and counter post-truth political regimes. He leads the “Law and Behavioral Science” research group and serves on the board of directors of the Brazilian Association of Sociology of Law (ABSD).
